This study aimed to design a competency-based training curriculum for social affairs experts at Yazd Governorate using a qualitative case study approach and the DACUM method. Participants included 12 expert social affairs specialists holding at least a bachelor's degree and relevant job experience, selected through purposive sampling and the snowball technique. Selection criteria emphasized expertise in articulating job duties, while data collection ceased upon theoretical saturation (no new meaningful data emerging in consecutive sessions). Data were gathered via focus group discussions and analyzed using the DACUM method across six steps (job decomposition, duty construction, activity interpretation, notation, prioritization, and validation). Findings encompassed defining the job title via four components (who? what? how? why?), identifying 7 main duties (social monitoring, social vitality, social participation, health and hygiene, social harms and citizen rights, chastity and veiling), and extracting 30 initial sub-duties, which were merged for overlaps and prioritized by experts to yield 15 final sub-duties. Related activities were delineated across cognitive, skill-based, and attitudinal domains, leading to the design of 15 specialized training courses (e.g., social issue analysis, research writing, advanced software skills, effective organizational communication) as curriculum topics to enhance competencies and empower social affairs experts.
